Advanced Pharmaceutical Manufacturing in Virginia Gets Funds

AI Summary

The Alliance for Building Better Medicine, the coalition that isย leading Advanced Pharmaceutical Manufacturing in Virginia, recently announced a $15.97 million investment from the U.S. Economic Development Administration –ย EDAย to initiate the End-to-End –ย E2Eย Commercialization Project on 20 July 2026. This effort will help create a domestic commercialization system linking innovation and manufacturing as well as patients.

The End-to-End Commercialization Project, which isย led by Civica, Inc. –ย Civica Rxย and supported by Phlow Corp. and Occam Systems, is the most recent achievement for the Alliance for Building Better Medicine. The Alliance comprises 55 partners from industry, workforce development,ย academia,ย government, and nonprofit organizations as well as economic development, collaborating to strengthen theย pharmaceutical manufacturing ecosystem of Americaย and boost domestic manufacturing capabilities.

It is worth noting that theย partners will work together to establish an integrated domestic commercialization pathway, along withย Occam Systems speeding the development when it comes toย domestically procured key starting materials –ย KSMs, Phlow Corp. expediting local active pharmaceutical ingredient – APIย manufacturing and Civica, Inc. spearheading finished dose preparation, regulatory authorization, commercial manufacturing, and delivery of medicines to theย patients.

The project is going to focusย on 4 key sterile injectable medicines that are administered daily in emergency, anesthesia, and critical care settings, including ketamine, midazolam, norepinephrine, and succinylcholine. The partners will develop a unified pathway that connects locally sourced essential starting supplies, APIs, finished dose formulations, and FDA approval as well as commercial manufacturing so asย to enhance domestic medicine manufacturing in the United States.

The project expands on overย $1.7 billion in prior federal, state, philanthropic, as well as private investment that contributed to the development ofย the Advanced Pharmaceutical Manufacturing Tech Hub in Virginiaย and almost $14 billion in public and private commitments made public throughout the entire ecosystem since 2020. Combined, these investments have supported innovation, domestic pharmaceutical manufacturing,ย and of course,ย national security.

Interestingly, today, more than 130 million Americans depend on medicines that areย manufactured by increasingly intricate global manufacturing networks. Although chronic shortages persist to impact many critical therapies, several decades of offshoring have also moved manufacturing capacity and technical expertise, along with pharmaceutical innovation overseas. The End-to-End Commercialization Project aims to increase theย capacity of Americaย to develop, commercialize, and produce medicines in the United States and grow U.S. capacity when it comes toย both established as well as innovative therapies.

According to Governor Abigail Spanberger, “Virginia is an emerging leader in advanced pharmaceutical manufacturing, and we are committed to uniting industry, researchers, educators, workforce partners, and public leaders around a shared goal: ensuring medicines are reliably developed and manufactured in the United States. This transformational investment from the EDA reflects a confidence in Virginia’s future that will help us create job opportunities for Virginians, encourage innovation, and strengthen our nation’s pharmaceutical manufacturing ecosystem.”

Notably, since 2020, the Alliance for Building Better Medicine has been bringing together partners ranging from industry, academia, government, workforce development, and nonprofit organizations as well as economic development to reinforce the pharmaceutical manufacturing ecosystem of Americaย and to position Virginia as a pioneer when it comes toย advanced pharmaceutical manufacturing.

The E2Eย Commercialization Project as part of the Advanced Pharmaceutical Manufacturing in Virginia builds on over six years of collaboration via the Alliance and Virginiaโ€™s Advanced Pharmaceutical Manufacturing Tech Hub, in which 55 partners work together in the areas of workforce development, innovation,ย manufacturing, and commercialization in addition toย patient delivery.

Since the inception of the Tech Hubย in 2023, the Commonwealth Center for Advanced Manufacturing –ย CCAMย has operated as the Alliance for Building Better Medicineโ€™s fiscal and administrative lead and operational backbone that has supported coalition coordination, deployment, and execution and has been one of the Allianceโ€™s founding member organizations.

These combined efforts have led to a Build Back Better Regional Challenge award, recognition as the Advanced Pharmaceutical Manufacturing Tech Hub of the nation, National Science Foundation Engines backing, Good Jobs Challenge workforce funding, advanced manufacturing infrastructure funding, and over 20 shared project wins throughout the areas ofย workforce development, manufacturing, and innovation as well as commercialization.

That momentum has driven growth throughout the region. Virginia alone disclosed over $13 billion when it comes toย advanced pharmaceutical manufacturing funding in 2025 by itself, with major pledges comingย from AstraZeneca, Eli Lilly as well as Merck. These investments are in organizations all through the Commonwealth, but they demonstrate the increasing power of theย advanced pharmaceutical manufacturing ecosystem of Virginia along with its collaborative foundation that has been built by collaborators throughout the region.

Says regional innovation officer for Virginiaโ€™s APM Tech Hub and the Alliance for Building Better Medicine, Joy Polefrone, Ph.D., “This milestone reflects years of partnership, persistence, and shared commitment at the federal, state, regional, and local levels. We are deeply grateful to Senators Mark Warner and Tim Kaine, Representative Jennifer McClellan, Governor Abigail Spanberger, Mayor Danny Avula, Mayor Sam Parham, and the many leaders who have championed this work from the beginning. We are equally grateful to the Alliance’s founding members and our 55 partners who chose collaboration over competition to build something larger than any one organization could accomplish alone. Since the launch of Virginia’s Advanced Pharmaceutical Manufacturing Tech Hub, CCAM has been honored to serve as the lead on behalf of the Alliance, helping provide the operational foundation for this collaborative effort. The End-to-End Commercialization Project reflects years of shared commitment across the Alliance and demonstrates how sustained public-private collaboration can strengthen America’s pharmaceutical manufacturing capabilities.”

According to Ned McCoy, CEO of Civica, “We are honored to lead this effort alongside an extraordinary coalition of partners committed to improving the resilience of America’s medicine supply. This initiative aligns with our mission to ensure that essential medicines remain available, affordable, and reliably supplied for the hospitals, healthcare providers, and patients who depend on them every day. That mission is as important today as it was when Civica was founded, and it continues to drive everything we do.”
